Internet/Computer Policy

Use and Policy Statement

The Internet is a global network that provides information beyond the library's collection. The Internet provides access to useful information at the local, national, and international level. We provide access to fulfill our mission to provide information, educational resources, recreation, and cultural fulfillment. The West Liberty Public Library has no control over these resources. Some information may be inaccurate, controversial, or offensive. The Library does not monitor, control, or provide barriers to such material.

The Library requires Internet users under the age of sixteen to have a parent's signed permission slip to use the Internet. This information is kept on file. When children request to use the Internet, their files are checked to be sure a permission slip has been signed. Parents are responsible for their children's access on the Internet, and should offer guidance just as they guide their children's reading choices.

Because the computer monitors are in full view of other patrons, we ask that only G-rated sites be viewed. Ultimately, however, library users have the final selection in what is viewed from the Internet. This resource is used at their own risk.

The use of this service will be restricted if the patron has fines exceeding five dollars.

Sign-Up Procedures

  • Check in at the circulation desks.
  • Patrons must have their library cards if they wish to use a computer. A computer will be checked out on the user's card. Library cards will be kept at the desk until the users are done.

User Responsibility

  • No more than one person to computer unless a child is accompanied by an adult.
  • Patrons are expected to be knowledgeable of computer operations. Library staff does not offer individual instruction, but will certainly help in routine matters.
  • NO e-mail may be received or sent from the library's e-mail account.
  • Diskettes are available for purchase. We ask that patrons not use a disk from home unless it is new. All files downloaded must be to a new disk, not library hard-drives of the computers. Patrons with education or professional purposes, such as a report or resume, will be allowed to use their own disks at the discretion of library staff.
  • Printers are available for use. Patrons will be accessed a per page fee of .15 cents for black and white copies and .25 cents per page for color copies.
  • Patrons are not allowed to alter or damage the computer. Attempting to do so will result in loss of computer privileges.
Unacceptable Use

  • Using resource for unauthorized, illegal, or unethical purposes.
  • Attempting to modify or gain access to files, passwords, or data belonging to the library or others.
  • Damage or destruction of equipment.
  • Making unauthorized copies of copyrighted or licensed software.
  • Violation of library usage policies and regulations.
  • Harassment of others.
  • Violation of privacy.
Consequences

Enforcement of the Internet/Computer Policy may take the form of any of the following actions, depending on severity of misconduct, which will be determined by library staff.

  • In most cases, patrons who are misbehaving at the computer will be given one verbal warning and asked to behave in an appropriate manner. The patron will also be asked to read a copy of the Internet/Computer Policy.
  • If patrons continue their inappropriate behavior following the warning, computer privileges will be denied for the rest of the day.
  • If patrons still continue to break policy, computer privileges will be denied for one month. If behavior has not improved once patrons return, computer privileges will be denied for one year.
Disclaimer and limitation of Liability

Any consequences for any copyright infringements lies with the user. The Library disclaims any liability for privacy issues arising from the access at the library. The library disclaims any problems arising from the loss of data or damage caused to personal computers by downloaded information.
